The government is planning a new regulation for sim cards; earlier, it was thinking of initiating the new regulation on 01 October 2023, but that has been postponed, and now these new regulations will be implemented on 01 December 2023.

These new SIM card regulations will affect both buyers and sellers. The Department of Telecommunications has announced these new rules to combat the increasing scams related to the sims. Let’s find out what will be changed from 01 December 2023 for the buyers and sellers of new sims.
SIM Dealer Verification
As per the new policies, effective from 01 December 2023, all the sellers of sims have to go through a comprehensive verification process and are required to register the sims at the time of sale. Also, the onus of the police verification lies with the telecom operators. And if anyone fails to adhere to these requirements, they may lead to a fine of Rs. 10 lakhs.
Demographic Data Collection
Per the new policy, customers who want to purchase a new sim for their existing numbers must provide their Aadhaar and demographic data from 01 December 2023.
Bulk SIM Card Issuance
The DOT has also restricted the bulk buying of new sims. A business can buy bulk sims after proper verification, but an individual can only buy nine sims on a single ID proof.
SIM Card Deactivation Rule
As per the new policies, sim cards, once deactivated, will not be assigned or reactivated until 90 days have elapsed.
Penalties
Sim card vendors who will remain unregistered by 30 November 2023 can face a penalty of up to 10 Lakh rupees or even further imprisonment.
As the deadline of 01 December 2023 is coming close, all the vendors and the buyers of sims should familiarize themselves with these rules to avoid legal issues.
